Social Impact Bonds - Dragons’ Den in Welfare to Work

I have been giving a lot of thought to Social Impact Bonds. I think they have the potential to overall deliver better outcomes at lower cost however I also think there is a risk they will backfire. If the government pushes too much risk on the investor they won't get funded and if the returns are too low only dead-cert projects will happen.

In my view the following are key:

* The government should only use this funding model where providers can specify a measurable outcome that will be the payment trigger.

New DWP Innovation Fund

The DWP announced last week that they would be providing £10m a year for three years to delivery organisations to develop new and innovative methods to support it most disadvantaged customers. Delivery organisation will partner with financial backers to develop a proposal, with the DWP paying the financiers an agreed amount when specific objectives are agreed.

The details seem a little sketchy at the moment, so was just wondering if anyone had heard anything in any more detail about this (time-scale for procurement process, delivery areas etc)?

I am worried that many of the 'single work programme' prime contractors will be currently negotiating with potential subcontractors that may not exist post 1.4.11. I have been in the business many years and have many contacts with training providers. Most of the training providers that I connect with do not know if they will exist after 1.4.11 because most or all of their training delivery contracts cease at that point,... including any run down of programmes.

£1.2bn in cuts to local government announced by the Communities secretary, Eric Pickles, yesterday, will hit the poorest communities hardest, according to a report in the Nursing Times. The cuts as part of local government’s contribution to the £6.2bn in savings across government in 2010-11, will hit funding streams within the Area Based Grant, which is targeted at councils in areas with high levels of deprivation, according to the online magazine.

Yet again, unspent funding is to be returned to Europe from the Mersey distict

Communication is still failing when funding has to be returned to Europe as it goes unclaimed by Merseyside business.
Surely in today's economic climate, every little helps, and if this funding can assist business to be more sustainable, then this will increase job creation and opportunities longer term.
If you know a business that is Merseyside based, sole trader to SME, maximum £40 million turnover, and could use some matched funding, up to £5k per person, for training purposes, then PLEASE cascade this discussion to them.
