ESF

European Social Fund programmes are contracted out by various funding bodies in the UK. The DWP is one such, and primarily uses ESF funding for delivery of courses that serve marginalised or excluded groups and attempt to redress imbalance. ESOL delivery and delivery to people with drug and alcohol problems or disabilities are fairly standard types of course. ESF courses are theoretically not exempt from the 16 hour rule, and are voluntary to attend.

Note that Cornwall is still under discussion. A good set of results for Seetec, and showing a notable consolidation in the market compared to previous rounds. As seems to be standard at the moment, there's no word on contract values or performance targets.

ESF PQQ results released

For those who haven't checked in the last day or so, the ESF round results have finally been released. The table of shortlisted bidders is in pdf form, and I'll translate it and put it on the site as soon as I get chance. Talent win 3 new contracts in NE Yorks & Tees Valley FND area

Talent Recruitment have successfully tendered for an ESF Transnational project 'The Virtual Jobs Hub' in Tees Valley, strengthening their position as a possible sub-contractor for Flexible New Deal in the area.

The project will complement 2 existing Middlesbrough WNF projects commenced earlier in the year and provide greater scope to work across the Tees Valley sub-region.

Talent opens new Vacancy Management Centre in Central London FND area

Talent Recruitment has opened a new flagship vacancy management centre close to Waterloo Station in Lambeth, London.
The offices house central sales teams and provide valuable employer engagement support to an ever expanding range of local authority-funded job brokerage contracts across London.
The Lambeth location will provide a valuable addition to 4 existing offices elsewhere in the Central London / LSW FND area and support recent contract wins in Southwark and Wandsworth.

ESF Phase 2 PQQ Event

As with most contract briefings, the presentations basically repeated the ESF PQQ instructions to make sure that everyone understood what was needed. The only new news was that the previous ESF round (2007-13) has 24,000 starts to date, with 9% job entry rate against starts or 36% against leavers. This compares to a 36% job outcomes target in the new ESF round.

All preferred bidders have now secured their contracts. All of the announced winners matched the preferred bidders in the story published here in April.

DWP ESF contract awards

Update 2/6 - The DWP website has put up the official announcement of ESF winners. All of the confirmed winners are the same as were published here some weeks ago. The following preferred bidders are still in negotiation:

Pause in DWP ESF awards

Further to the news on preferred bidders for the recent DWP ESF round, we've heard that the DWP sent an e-mail to prime contractors last week informing them that contract awards have been delayed as a number of providers have raised issues with the contracts the DWP was asking them to sign.

If you're a subcontractor and wondering why your primes still aren't talking with you, this is why. They're embargoed from talking with subcontractors until the official contract award has taken place.
