Services available to FND contractors

As a manager of local authority employability provision, I would be interested to hear views on whether FND contractors should have free access to local authority funded non-statutory services?
The arguments -
We dont want any residents to miss out on services that could help them enter employment.
However, our services could be viewed as assisting contractors to make a profit - a profit they will not re-invest in the areas infrastructure.
Is there a case for local authorities charging FND contractors and on what basis?

Yes I think they should have access
Why should FND clients miss valuable provision that is currently funded by government departments? Many have paid national insurance contributions/taxes when in work.
Bids where I presume placed by contractors, bearing in mind additional government programme provision that would still be available to FND clients.
Surely, the object for providers and government departments is to give help to less fortunate jobseekers who are trying hard to return to work by whatever means suits and assists a speedy return to work & not who paid for what?
I am well aware that not all clients look for work and possibly through contractor intervention these clients will be given the kick up the backside they need. Contractors get paid for 13wk & 26wk sustainability not taking intervention sanction action that has been missed by under paid and under staffed jcp+ staff.
Partnership working is constantly on the tips of our tongues but more action might make the difference our jobseekers deserve.
