The demise of the training fraternity post 1.4.11

I am worried that many of the 'single work programme' prime contractors will be currently negotiating with potential subcontractors that may not exist post 1.4.11. I have been in the business many years and have many contacts with training providers. Most of the training providers that I connect with do not know if they will exist after 1.4.11 because most or all of their training delivery contracts cease at that point,... including any run down of programmes.
How will any provider survive months of no cash flow, from March to July, to survive and be able to contribute to the single work programme as a subcontractor..... and then if they do survive,...be expected to fund themselves for months after that.
I even fear that all the training providers supported by local councils will not survive because the councils are apparently forbidden to put any public funds at risk in support of the single work programme.
Does this mean that we will see a new regime, a new era, and a rebirth of the training fraternity.....or will we see a massive failure and destruction through rushed radical reform. I am so so worried.
