When will sub contracts be finalised or are they already?

The organisation I work with failed to win any primes or sub contract bids. We are now waiting to see if we can get something from primes. Is this even possible or would all primes already have chosen their subs? Many of us are facing redundancy or TUPE if not...hopefully the latter.
