Young people - why are they paid less?

Why are people under 25 years of age paid less money on JSA than those over that age? It's not like it's any cheaper for them to buy food or travel fares or anything else.

Of course the costs of living are still just as high.
Perhaps traditionally the idea was that younger people would be more likely to be living at home or less likely to have dependents.
It may even have been seen that this would encourage them to get on the work ladder.
Does this lower payment now just encourage young people turn to the grey work markets??
I have a vague memory of subsisting on remarkably cheap food and alcohol when I was under 25. Maybe the government's actually helping young people out by giving them enough to buy food but not enough to buy white lightning.
