Setting up as Subcontractor

I am currently researching how to set up a social enterprise as a subcontractor or main contract holder for providing specialised support for lone parents to help motivate and support them back into work. I think ESF funding or contracts would fit I well with the aims and objectives of the organisation I am hoping to set up

I would be grateful for any advice or links that could be provided to help with this research. I would be grateful if anyone who has set up a similar organisation could give me some tips. Would I have to establish my organisation as a subcontractor first before I could win any bids as a prime provider? This is very early stages in my research so anything will be of use.
