How does the The Privacy and Electronic Communications Act apply to welfare to work-fare/house Providers

The Provider REED follows the good practice of using a Data consent sharing form for the Public to sign. The question is, why does it include a waiver to The Privacy and Electronic Communications Act?

Possibly because Reed, like every other welfare to work provider known to man, is the evil spawn of Satan, ruled by the Prince of Darkness whose sole aim is to feed off the stench of human suffering and to infect anyone they come into contact with so that one day .... soon .... the earth will be ruled by Beelzebub himself and the heads of the evil welfare to work empires will sit at his right hand.
